Commission unlock at AR 12. Each commission is random everyday and can be considered as daily quest. This commission is repeatable, so you can do this commission again.
Note : Easy and straight forward quest, all you need to find sister vind and eliminate some enemies, then climb the tower to finish the quest, although this quest is little bugged.
